Agrisolar Park: contribution arrives for photovoltaic systems on buildings for production use

It was published in the Official Gazette number 152 on July 1, 2023, the decree of April 19, 2023, of the Ministry of Agriculture, Food Sovereignty and Forests regarding the installation of photovoltaic systems to be installed on buildings for productive use in the agricultural, livestock, and agri-food sectors to be financed under the PNRR, called "Parco Agrisolare".

The aforementioned decree consists of the provision of a non-repayable grant for the construction of photovoltaic systems to be installed in buildings for productive use in the agricultural sector.

The objective of the investment

The objective of the climate-environmental investment aims to contribute to adaptation to climate change, sustainable energy, and energy efficiency. Photovoltaic systems are eligible for aid if the goal is to meet the company's own self-consumption while maintaining the possibility of selling surplus energy. The selected projects include the purchase and installation of photovoltaic panels on buildings instrumental to the activities of the beneficiaries, including agritourism activities. Along with this possibility, it is permitted to carry out redevelopment interventions for the improvement of the energy efficiency of the structure and thermal insulation.

It will be possible to carry out the removal and disposal of asbestos from roofs, create thermal insulation, and install ventilation systems on buildings.

Available resources and eligible beneficiaries

The available resources amount to 1,500 million euros from PNRR funds. The eligible beneficiaries are:

  1. agricultural entrepreneurs, individually or as a company
  2. agri-food companies
  3. agricultural cooperatives

Subjects exempt from keeping accounts with an annual turnover of less than 7,000 euros are excluded.

All applicants for the grant must be duly established and registered in the business register at the date of submission of the application, must be in full and free exercise of their rights, not be subject to prohibitive sanctions, be in compliance with the single contribution regularity document (DURC), and not be subject to insolvency proceedings or be in a state of bankruptcy, voluntary liquidation, or controlled administration.

The administrators or representatives must not have been convicted or sanctioned for negligence with the prohibition to enter into contracts with the public administration.

The applications for admission to the grant may be submitted by the beneficiaries or through authorized intermediaries and professionals. It will be the responsibility of the Ministry of Agriculture to issue, within the terms provided by law, the measures with the opening and closing dates for the submission of applications for admission to the grant.
