Common Agricultural Policy: extension of the 2023 aid application deadline to June 30

Ministry of Agriculture: further extension of the deadline for submitting applications for aid under the Common Agricultural Policy for 2023.

With the decree of 9 June 2023, published in the Official Gazette on 17 July 2023 at number 165, the Ministry of Agriculture, Food Sovereignty and Forests has extended the deadlines for submitting applications for aid under the Common Agricultural Policy (CAP) for the year 2023.

Extension of the deadline for submitting applications for 2023

The deadline for the further extension for submitting applications for aid under the so-called Common Agricultural Policy (CAP) for 2023 has been set for 30 June 2023. Those entitled, according to the decree of 23 December 2022: Farmers as natural or legal persons, Farms and agricultural businesses in general, by submitting the application, will be able to benefit from the activation of direct payment aid to active farms.

The types of intervention activated are:

• basic income support for sustainability;
• complementary redistributive support;
• support for young farmers;
• schemes for climate, environment, and animal welfare
• coupled income support.

The aid application

For the activation of the request for aid entitlements and for the payment of premiums, the active farmer must submit a Single Application to the body holding the farmer's farm file. Submission of the Single Application requires the creation or updating of the farm file as per the decrees of 12 January 2015 and 1 March 2021. The Single Application must be accompanied by authorization for the processing of personal data by national bodies or the European Union pursuant to paragraph 1 of Article 151 of EU Regulation No. 2021/2115.

When completing the Single Aid Application, the following information must be specified:

• Unique identification of agricultural parcels and non-agricultural areas considered eligible;
• the declared area and its location;
• information for conditionality and interventions;
• information from the area monitoring system if relevant to the aid application.

Farmers or agricultural businesses also retain the right to modify or withdraw, in whole or in part, aid applications within the deadlines set by Article 7 of Regulation 01/02/2022/1173 (25 July 2023).

Beneficiaries are also informed of the possibility, by the competent authority, of carrying out inspections at the locations subject to aid to verify non-compliance with the declarations made.

In case of non-compliance with the eligibility conditions detected by the paying agency through administrative checks or through the area monitoring system, beneficiaries will be informed, allowing the possibility to modify or withdraw the aid application for the part concerned by the non-compliance, according to the procedures established by the same paying agency.
